If the governments had any interest in stopping people from smoking they would licence it.

Everybody, regardless of age, who wants to buy smokes has to show their licence to smoke, no new licences for anybody under 18 when the scheme starts and licences have to be renewed every 12 months. You'd eventually get to the point when nobody would be old enough to qualify for a licence.

That'd make a serious dent in the number of smokers & would help prevent kids from taking up the habit.


Not that I'm in favour of any such scheme, I'm just saying that'd be the way to go about it.

Under my scheme a licence would be required to be in possession of any tobacco products.
