Yes, but the article plainly states that the club would only receive £1m. Either you didn't read it or you somehow didn't understand that part.

The club is entitled to the amount that would have been paid in wages to the player up to the end of his contract, so it's not really a 'free transfer' - someone has to pay.
 
So the player pays 1m to become a free agent then city, for example, would compensate the player the 1m in a signing on fee?

One would hope so, but it's not a requirement. Seems unlikely a player would invoke the clause without having a new club lined up.
