The thing is d, I think we've established that this bizarre phrase originates from the arse of Mark Lawrenson.
Which, obviously, means that it has no logical explanation whatsoever. It can mean whatever you want it to mean.
 
I don't know if it is Lawrenson who originated it, but he does use it a lot these days. I can find evidence of the term being used online as far back as 2003.

Actually I think you'll find the origin goes back to Elizabethan times:

Hmmmm, that's as may be Jeff, but it doesn't really fit with my dislike of Lawrenson.
