As far as I know, the Freedom of the City of Leicester has never before been awarded to a privately-owned organisation.
That they’ve also invented a new honour apparently designed specifically for the figureheads of the Srivaddhanapraba family is presumably just a coincidence?

It's weird only if you prefer half-assed xenophobic conspiracy theories and are unable or unwilling to spend a couple of minutes looking at the readily available Council decision on which this story is based.
Leicester City Council are bound by various Local Government Acts, which restrict the terms and frequency in awarding these honours. So LCFC will join Leicester FC (aka the Eggchasers) and that organisation at the heart of the spider's web of intrigue and corruption in the city - namely Leicester Ladies Hockey Club - in being non-military organisations awarded the Freedom honour this century.
The individual award currently available, the Honoured Citizen Award, has similar restrictions and pertinent to the Srivaddhanapraba family, recipients should be (a) being honoured for services etc not directly connected to their paid employment or business interests; (b) be on the City or County Electoral Registers and; (c) not dead.
Thus, they have invented the City of Leicester Award, and tailored it to ensure that Vichai in particular is honoured.
