The OS aren't going to announce it until it's done completely, there's all sorts of paperwork to sort first. The Mercury can do it because they have deadlines and, in probability, is all but done. I don't understand why anybody would think they're just gong to hold off on an announcement for the sake of it.

Because they want others to join in and ramp up the price. He's off for free in the summer so they desperately (and understandably) want to grab as much as they can right now
