Based on the Norwegian cities on the map, my guess is that this is made by a Norwegian in his very early teens.

I imagine a few people would notice Iceland has rotated 180° or that several English cities have been renamed

Malmö, Norway and Stockholm, Finland look to be in the right place though, and I’m sure everyone remembers the Maltese annexation of Cyprus
