FIFA are correct, Argentina didn't win the World Cup outside their own continent. The Americas is a continent, with North and South America being sub-continents thereof (and Central America being a region of North America).

The definition is odd in football terms, though. It would perhaps have been fairer to ask which nations had won the trophy when hosted outside of their home confederation.
