Yeah, not sure. I suspect letter of the law means it should have been a penalty though.

If the ref didn't know about it until the linesman told him about it the ball was probably out of play by then. But if it happened when the ball was in play it should still be a penalty.
If it really did happen when the ball was in play I can only assume the ref and the linesman speak different languages and when the linesman said it should be a penalty the ref thought he meant it's throw-in.

Watford only a point above relegation zone so I'd say they are already in it, despite having a couple of games in hand. We know as much as anyone that once you are down there it's not easy to pick up any points
