Absolutely. Even teams from the Welsh Premier League can get into the Champions league. That in itself counts for nothing.
Sadly, it does not neccessarily follow that someone good enough for Celtic or Rangers can hack in in the Championship. Anthony Stokes bangs them in for Celtic, but we've already seen that he's basically not even good enough for the Championship.
