The 4 goals in 15 appearances from Campbell... is that for us? I'm assuming you're talking about this season in his loan spells. For us, Campbell has 4 goals in 38 appearances (according to Wiki at least)
I'm gonna join in on the act and say Campbell doesn't want to be here, and won't perform for us.
Plus, Campbell is 28... Waghorn is only 20.
I am talking about this season...and the fact still remains that so far he has a better goals ratio this season then Waghorn. You can mention previous seasons but out of interest how many has Waghorn scored before this season?

I do not care where Campbell plies his trade, but as he seems to have decided that it will not be at Leicester, he should accept the wage that other potential employers are willing to pay.

Why should he? I know I wouldn't take a voluntary pay cut while working a short career in a volatile industry.
You're aiming your needle at the wrong point. And that point is that he is contracted to Leicester City and that gives the club responsibilities, including to pay him what was agreed for the length of time that was agreed.
Just like to point out:

Waghorn 6 goals in 29 appearances
...Campbell has a moral obligation to find employment elsewhere at whatever remuneration his chosen club feels it can pay.
