This is the normal situation in the Netherlands:
The first club takes a Champions League place.
The 5th club plays the 2nd club and the 4th club plays the 3rd club - the losers of these two games get a UEFA Cup place.
The winners of these two games then play each other - the winner goes to the qualifying rounds of the Champions League, the loser gets a UEFA Cup place.

The 9th club plays the 6th club and the 8th club plays the 7th club -
The winners of these two games play each other - the winner gets a UEFA Cup place, the loser waits for another game.

The 13th club plays the 10th club and the 12th club plays the 11th club -
The winners of these two games play each other - the winner plays another game against the team (above) that is waiting for another game - the winner of that games gets an InterToto place.

The 16th and 17th clubs play two separate play-off competitions against the 2nd to 7th teams on the Eerste Divise for two Eredivisie places next season.
BUT this season it has been even more complicated because the Cup winners also get a Champions League place - so as Ajax were playing PSV in the final, they were going to get a Champions League place whether they won the cup or not.
Rather than think of something more sensible, they opted to keep all the games but reallocate the prizes in a fashion that not even most Dutch-people seem to understand. The winners of the 10th-13th play-offs win nothing more than a sum of money this year rather than an InterToto place - they should be pleased about that!!
The feeling in the Netherlands seems to be that the whole system was set up be the footballing authorities to protect their beloved Ajax, or Amstershite as they are more commonly known - I don't understand how it could be thought to protect anybody, although I understand that the Dutch TV has a huge interest in the system's continuance.
