So, something of a clear out seems to be required to make space for some new faces. I think we need a minimum of four new players quite urgently - two defenders, a central midfielder and a 'number 10'. A real shake up might be best.
I assume that there is consensus that we retain the ten main players from last year and also Chilwell, Hernandez, Zieler (as back ups) and Gray, Amartey, Slimani for their first team roles. After that, it gets difficult to argue the case for anyone else.
- Kapustka and James out on loan?
- Benny, Ulloa and Schlupp sold?
- Wasyl pensioned off?
- Would we consider loaning out the likes of Mendy and Musa to get some football as neither appear to be close to regular football?
Considering most of those you've mentioned have played in the first team recently I don't see them being sold/loaned.
Kapustka and Benny could be loaned out. Schlupp sold.
Other than that it depends who we get in and how ready to play they are. Ulloa could be sold if we sign ANOTHER attacker but I can't see us doing that until Slimani and Musa have proven themselves or not. We need a couple of central midfielders so that Kingy never needs to play again. We desperately need a top quality RB to challenge and hopefully win Simpson's spot and we desperately need a couple of CBs. both of whom need to be able to play immediately at a top half prem table level. They can they challenge and eventually replace the ageing Huth and Morgan. One of the CBs must have pace and then can complement one of the 2 we have.
Desperately need a top quality RB? I would say RB is the position we least need to strengthen at this moment in time (goalkeeper aside).

I haven't seen too much to show that Hernandez is a prem level RB and we need at least 2. I'd make an offer for Debuchy he's a class above Simpson and he's hardly played a game at Arsenal. needs to get first team games to push for his French spot.
a fit Debucy would replace someone in the first 11I agree that Hernandez is by no means a decent back up for Simpson at RB, and yes we have no cover for him. However IMO I would be trying to replace some of the first 11 before worrying about back ups.
