Would we want our manager to be in control of contracts? Particularly one so inexperienced?

Sounds like a sensible thing to push back on.
I’d want him to work in conjunction with others. He is the one who will (or will not) be picking them over the length of their contract. The manager should definitely have a say and an input in length of contract.
 
He'll either be wrong or he'll be right. Its a 50/50 call. But either way it'll have nothing to do with any insight on his part.
I've met him. Twice. The second time was particularly memorable & not in a good way.
Pisshead twat was the mildest insult I could have used.
Thick as shit & an obnoxious human being on every level.

If I'd come back from having a piss 30 seconds earlier at the second meeting I'd have been in the papers. Probably lost my job too. It would have been worth it. The bloke is an apex ****.
Fair enough. I’ve also met him and he was perfectly fine with me and seemed a nice bloke. Anyhoo I think what he’s saying will be echoed by most ‘pundits’ - not necessarily what will happen but what they think will happen (in terms of us being ****ed).
