we either give permission or we don't if we say no and they play him they get expelled for fielding an ineligible player and you can be certain we would then recall and send him elsewhere if we thought he wasn't ready for our first team

There should have been something about this in the original loan contract.
If the original contract said he could play in the cup, but we were considering recalling him, it would be perfectly reasonable to request they don't play him. West Brom would then have to decide whether to play him and upset us, or do as we requested.
