Even though this procedure would rarely be used, if it were the law of land, it would give parents authority. Children would know that their parents had authority and it would be a tremendous incentive for children to give proper respect to their parents.

He's not talking about honour killings, he means children that are disobedient should be ritually put to death, as it clearly states to do in the Bibble. This is what Bibble god wants.
You have to respect him in some ways. At least he's not like most of the wishy-washy Christians, cherry-picking the bits out of the Bibble that they like and ignoring the rest of the commandments of their god.
