I thought the odd quirk of the loan system that they (legally and rightly) exploited had been removed for next season. I may have imagined it.
The League appear to agree, and have recommended change which will be voted on at their AGM this summer – to include international loan players within the five permitted, and a maximum of four from any one club. After those proposed changes, Watford would not be able to field so many on-loan players.
Does their transfer embargo apply to loans as well, do you know?

I think it does, but any transfer can still be approved by the FL at their discretion.
Just been looking at the Watford embargo and they can still sign players, they just have to be approved by the league, which I imagine they will.
