Well that only covers the two starting line ups and the officials. It would be most unusual for subs not to at least have shorts on in readiness underneath their tracksuit bottoms.

Think of the beating pulses of the females and those of a similar ilk should a sub pull down his tracksuit bottoms and not be wearing shorts.

"At least 25" is absolutely spot on. As it the statement "at least 1"

There is a very good possibility that there weren't 35 people in shorts. However, it is 100% guaranteed that there was at least one person wearing shorts.
