Presumably this is allowed because we're not a Premier League club yet?
From the Premier League rulebook:It's allowed because he is in the last months of his contract.
From the FA rulebook:T.2.
A Club shall be at liberty after the third Saturday in May in any year and before the 1st July
next following to make such an approach to a Contract Player:
T.2.1.
who will become an Out of Contract Player on that 1st July; and
T.2.2.
who has received no offer from his Club under Rule V.17.2; or
T.2.3.
who has received but has declined such offer.
C.1(j)(iii) Within 7 days of the first Saturday in May, or the date of the last
competitive Match of the Club’s first team, whichever is the later, the Club
must give notice in writing to the Player indicating that either the Club
offers a re-engagement or, if appropriate, exercises any option contained
in the agreement.
(iv) If the notice offers re-engagement it must specify the period which
the Club is prepared to agree and the terms and conditions to apply,
which must be the same or not less favourable overall than those which
applied during the initial period of employment – or the option period (if
applicable).
(v) The Player must notify in writing the Club holding the registration within
28 days of receipt of the said notice whether or not the offer of reengagement
is accepted.
(vi) If the offer is rejected the Player is immediately free to negotiate with
another Club.

But I had thought that players and clubs could make pre-contract agreements for a longer period than this.

The point of my original question, really.This all relies on players, agents, clubs and players family abiding by the rules completely, anyone who actually believes that players aren't tapped up all the time is a little bit deluded.
Transfer targets already identified according to todays Mercury.. now the long wait (even tho NP says "were going to act quickly in the transfer market")
One more for the pot via 'Sky's Paper Talk' section. The Daily Mail are reporting we are interested in Leonardo Ulloa from Brighton for 6.5 million. The fact that they are in the play-off's and may make it to the Premier league under their own steam seems to have been overlooked
Nigel has my list, I hope he acts on it pretty sharpish.
