You usually have to actively move money from your PP account to your bank account. Are you sure it isn't in your PP account? Have you checked your PP balance?
I hope you have neg'd the seller.

You need to check your PayPal activity. Go to PayPal and on your 'My Account' tab, click 'View all my transactions'.
Can you see the refund there? If so, what does it say has happened to the funds?
What kind of amount are we talking about here? I think you need to act quickly; it is not impossible that this rogue seller has spoofed the notification from PP about the refund.

I logged on to PP they told me it had been refunded. Thinking about it the money came out of a credit card account. Perhaps that's why it didn't show.
Anyway he robbing bastard has requested that I cancel the transaction. Does that mean that my feedback will be removed?

The money must show somewhere. Have you clicked on 'All transactions'? You should be able to see the payment to the rogue seller, the payment from your funding source (credit card) and the refund from the rogue seller. You should also see where your money actually is.
I wouldn't be cancelling anything until I actually know where my money is.
