No, it's in the terms and conditions. They can charge the full fare and a handling fee - and that's if there's still space on the coach and they haven't given someone the seat.
That is not correct. You can get on the coach at a location later than the one shown on your ticket, as long as it is not an airport and there are still seats available, but your seat is only guaranteed from the location shown on your ticket.

You must be getting forgetful; we had a discussion about this on the way to Hartlepool. I was wondering whether I dare risk waiting in Hartlepool when I had a FF ticket from Sunderland. In the end Fitz drove me to Sunderland where I and only about three others boarded the coach. There were about 50 spare seats at Hartlepool so I could easily have got on there.
I remember that day very well. If you'd stayed in Hartlepool you would've got cold and wet waiting for a coach that was destined to be 20 minutes late. And the bloke who got on with me was berated by the driver for... not getting on at Sunderland, as stated on his ticket.
And I told the coach driver he was talking bollocks (without actually using the word 'bollocks'), quoting the passage above. When I asked him if Hartlepool was an airport, he seemed confused and gave up the will to argue further.
(What ticket did you have? Why didn't you have to make the run to Sunderland?)
