Even if they are driving at the speed limit?
It's nothing to do with speed, driving in the wrong lane causes accidents. End of story.

Even if they are driving at the speed limit, if Lane One is empty they should be using it.

I disagree. If you are driving in the middle lane at the speed limit, you should not be interfering with anybody (if you are - they are speeding, and they still have the outside lane for that!). Even if the inside lane is currently empty, you will likely soon come across a slower vehicle, or a lane merging from the left so you keep having to change lanes. Much better to do a steady speed (as long as it is at the speed limit) in the middle lane, IMO.
Fortunately you're not disagreeing with me. You're disagreeing with the Highway Code.
i wish i'd never said anything now...
Both the middle and outside lanes are there for overtaking only, iirc.
Some of the motorways now have four and five lanes. What happens now?.....

Does this mean that the rules regarding indicators have changed? Nobody told me. I always thought that they were there to tell other road users and pedestrians that I intend to change my direction of travel, or move lanes, but from what I can see they are now only used as some kind of morse code by people who you either let in front of you, or don't even wait for you to let them in front of you.You are correct, but going by the standard of driving shown on today's roads, you might have thought the rule had changed.:icon_evil
Well the police, the high way code, the AA and everyone who knows what the feck they are doing on a motorway totally disagrees with you.
It's dangerous, annoying, creates congestion and is totally ignorant.

Get off your high horse! In reality I do what I think most people do (probably including you). If the road is really virtually empty I use the inside lane. If however, there is a thin spread of slower vehicles (usually lorries) in the inside lane then I am likely to stick to the middle lane for substantial distances, going at a decent speed. More often than not Im in a row of vehicles doing the same thing - which I'm sure is safer than keep cutting in and out every time there is a bit of a gap between lorries.
It is not ignorant! It is sensible practise. It does not cause congestion (if the traffic is that heavy usually all three lanes are going slowly).
People who cut through on the inside when the traffic in the middle lane is doing a decent speed (usually utilising the gap between two lorries) are total burkes and dangerous drivers, as are people who kid themselves that driving at excessive speeds is not dangerous.
You will probably disagree, but I'm bored with this now, so it will be my last word on it.
People who undertake in the manner you describe are an equally as dangerous and it's not something I would do. However I understand their frustration if they are stuck behind a middle lane driver.
Nobody will convince me that ignoring the lane disciplne the motorway requires is 'sensible practice'.
My last word is that middle lane drivers are the scurge of the motorway and should have their licenses revoked.
