Dogs are eaten in more countries than just Korea. Japan being one of them. Dog meat is not that popular in Japan though, if these figures from Wikipedia are correct:

On the whole Japanese people do not eat dog, there is a fairly sizeable Korean immigrant population in Japan which accounts for the majority of the dog eaten in the country.

The Japanese aren't averse to a bit of racism though, I had an colleague who was a former NBA player (6'10" afrocaribbean guy) who hated going to Japan because of this.

As well as the "he'll eat your dog" there was a group singing a new one along the lines of "10 green bottles" but using Abe and alsations instead.

I find the whole thing embarrassing. If some foreign set of fans were to sing about us eating horse or frog's legs, I would bet the people singing about Abe would be the first to say it wasn't banter but highly offensive.
