If he says it was for the elbow then no further action will be possible (although the ref may be in trouble for that as it should be a sending off offense). If he says it was for something else in the incident i.e. pushing the defender before the elbow, then he could still be punished for the elbow

Well watching the rpelays, the ref was looking towards the corner flag when he elbowed the keeper so he couldn't have seen it.

I reckon he booked him for shoving the defender(hopefully!)
